Tom "Turk" Cowan and David "Rooster" Fisk are NYPD detectives who have been partners for more than 30 years, and their story covers the murders of several guilty criminals who have escaped justice through legal loopholes. While the identity of the killer remains unknown, the evidence and motives, as well as Turk's disturbing behaviour and intense hatred for injustice (he once planted evidence on a guilty rapist who was acquitted by a sympathetic jury), lead to a major suspicion that the murderer is actually a vigilante cop.
